I'd say it's a combo of that and the snowbirds coming back to the county. Mixed with the regular traffic of out of towners that starts around this time.

The Boone Town Council on Thursday adopted amendments to the town's COVID-19 state of emergency declaration that restrict visitors from entering indoor retail facilities. ... The amendments reference "a significant rise in the number of confirmed COVID-19 cases in counties near to Boone, including in Wilkes and Burke counties." No other counties are mentioned.
They don't specifically say they're banning Wilkes residents... but they sure do talk about Wilkes a lot in the meeting!
Violations are a class 2 misdemeanor.
